To promote international cooperation in greenhouse gas reduction

The objective of this project is to promote international cooperation in greenhouse gas reduction by compilation and analysis of latest international greenhouse market developments, establishing channels through participation in international meetings, conducting feasibility analysis of potential demonstration projects, assisting to build core capacity based on industrial development, and integrating international development trends and cooperation channels.In the area of international environmental treaties, this project has compiled the latest developments from six international treaties, including the United Framework Convention on Climate Change (UNFCCC), Montreal Protocol, Basel Convention, Stockholm Convention, Biodiversity Convention, and Rotterdam Convention, as well as completing design of a portal website for international environmental treaties. In the area of industry response to greenhouse gas issues, this project has compiled the latest information totaling 106 articles, completed integration of existing greenhouse gas emissions data on major industries in Taiwan, held a seminar in Kaohsiung on September 25, 2003, and another one in Taipei on March 31, 2004, and conducted survey on industry awareness and analysis of survey results. In formulating the feasible projects for international cooperation, we proposed 21 projects in 5 categories (think tank/research institutions, bilateral/multilateral cooperation, CDM project, non-Kyoto emissions reduction project, and industry voluntary reduction). The project utilized the Multi-attribute Utility Theory (MAUT) model to assess and rank the proposed projects, and concrete action plans were proposed for the selected project.
